Rivers Sole Administrator Makes First Appointment, Names Prof. Ibibia Worika as Secretary to the State Government

Rivers Administrator first appointment

The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (rtd), has made his first major appointment. He has named Professor Ibibia Worika the new Secretary to the State Government (SSG).

In a statement on Tuesday, Ibas said Worika’s appointment took immediate effect after a rigorous selection process.

His Excellency, Vice Admiral Ibok-Ete Ekwe Ibas (retd.) CFR, the Administrator of Rivers State, is pleased to announce the appointment of Professor Ibibia Lucky Worika as the new Secretary to the Rivers State Government (SSG)….. His appointment takes immediate effect, the statement read.

Worika is a legal scholar with a PhD in International Environmental and Comparative Petroleum Law and Policy from the University of Dundee, United Kingdom. He has served as Dean of Law at the University of Port Harcourt. He was also General Legal Counsel for the Organisation of the Petroleum Exporting Countries (OPEC) in Vienna and Senior Legal Adviser at the Commonwealth Secretariat in London.

Until his appointment, he was Director of the Centre for Advanced Law Research at Rivers State University. Before now, Tammy Wenike Danagogo served as the Secretary to the State Government (SSG) under former Governor Nyesom Wike from May 2019 and was reappointed by Governor Siminalayi Fubara in June 2023. The state’s executive and legislative branches were, however, recently dissolved.

Meanwhile, the Rivers State Head of Civil Service, Dr George Nwaeke, has resigned. In his place, Iyingi Brown has been appointed Acting Head of Service. He will also continue to serve as Permanent Secretary for Welfare in the Office of the Head of Service.

The appointments come after President Bola Tinubu declared a state of emergency in Rivers State. This led to the dissolution of the elected government. The Senate later approved the emergency rule, transferring control of the state’s ₦1.176 trillion budget to the federally appointed administrator.
