Congressman Discloses that U.S. Aid Funds Boko Haram, Taliban, and Other Terrorist Groups

Representative Scott Perry, a Republican from Pennsylvania, has revealed that billions of dollars in U.S. aid have been used to fund terrorist groups, including the Taliban, Boko Haram, Al-Qaeda, and ISIS.

Perry made this known on February 13, 2025, during a House hearing on USAID. The hearing, organised by the House Foreign Affairs Committee, was meant to review the Trump administration’s funding freeze on USAID. While condemning USAID, Perry exposed how billions in taxpayer money continue to reach terrorist organisations. He accused USAID of straying from its mission and financing groups threatening global security instead.

Quite honestly, if our enemies were asked to design  a foreign aid programme that would actively undermine the United States of America at maximum cost to the taxpayer, they would be hard pressed to create a scheme more effective than USAID”, he said.

Perry explained that before the U.S. withdrawal from Afghanistan in 2021, the Taliban stole humanitarian supplies, imposed taxes on recipients, and used the aid to boost its image. However, U.S. funds have continued flowing into Afghanistan despite the withdrawal, with $697 million allocated in 2024 alone. Weekly cash shipments range from $40 to $80 million, much of which, Perry stated, is used to fund terrorist training camps and militant networks.

He also named Sirajuddin Haqqani, a senior Taliban leader, and Abdullah bin Laden as key recipients of these funds. He questioned why these payments continue when the Taliban remains designated as a global terrorist organisation by the U.S. Treasury. The issue is not limited to Afghanistan.

You [U.S taxpayers] are funding terrorism, and it’s coming through USAID. And it’s not just Afghanistan, because Pakistan’s right next door”, Perry remarked.

USAID allocated $136 million to build 120 schools in Pakistan and spent $20 million on educational television programmes for children with no schools to attend. Yet investigations found no evidence that these schools exist. Instead, only a tiny concrete shack was built.

Former CIA operations officer Sarah Adams confirmed that millions of U.S. dollars are flown into Afghanistan every week, with part of the funds used to pay stipends to the families of deceased Taliban fighters. She condemned this practice, noting that families of American soldiers killed in action receive no such compensation. When officials were asked why these payments continued, they claimed it was to prevent Taliban members from joining ISIS. Adams dismissed this as a weak excuse for funding America’s enemies.

The Alex Jones Show and InfoWars weighed in, stating that U.S. intelligence agencies have been financing terrorist groups since the late 1970s. Jones said the CIA and Mossad helped fund the 9/11 hijackers and accused Western governments – including the United States, Israel, and the United Kingdom – of using extremists to serve their interests. He warned that these policies fuel endless conflicts while undermining national security and stripping away civil liberties.

While some members of Congress now demand stricter oversight of U.S. foreign aid, the fact that these funds were approved in the first place raises serious concerns.

Boko Haram, designated as a Foreign Terrorist Organisation by the U.S. in 2013, has inflicted massive destruction in Nigeria. Since 2009, the group has killed approximately 35,000 civilians and displaced over 2 million people. In 2014, Boko Haram abducted 276 schoolgirls from Chibok, triggering the global #BringBackOurGirls movement.

The U.S. government, including then-First Lady Michelle Obama, publicly joined the campaign to rescue the girls. However, this support now appears contradictory, given revelations that U.S. aid has benefited the very terrorist organisations responsible for these atrocities.
