Putin Appoints Viktor Voropayev As Russian Ambassador To Niger, Embassy To Reopen After 33-Year Hiatus

Russian President Vladimir Putin has appointed Viktor Sergeyevich Voropayev as Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Niger, according to a presidential decree published on the official legal acts portal. The decree also relieves Igor Gromyko, Russia’s Ambassador to Mali, of his concurrent accreditation to Niger.

Voropayev, a graduate of the Moscow State Institute of International Relations (MGIMO), has held senior positions in the Russian Foreign Ministry’s Department of Africa and missions abroad, including the Russian Embassy in Tunisia from 2015 to 2019.

The appointment marks a significant step in Russia’s return to Niger, where its embassy ceased operations in 1992 following the collapse of the Soviet Union. Russian Foreign Minister Sergey Lavrov has repeatedly highlighted plans to restore a diplomatic presence in Niamey. In late 2024, Prime Minister Mikhail Mishustin signed an order to reopen the embassy, paving the way for Voropayev’s posting.

Russia has been expanding its diplomatic footprint across Africa in recent years. Earlier this month, Anatoly Bashkin, Director of the Foreign Ministry’s Department of African States to the South of Sahara, said Moscow intends to continue reopening embassies closed after the USSR’s dissolution while also establishing new missions on the continent.

In a related development, Mali’s transitional president, General Assimi Goïta, made an official visit to Russia from June 22 to 26. The visit, seen as a significant diplomatic engagement, included a meeting with Russian President Vladimir Putin. Goïta was accompanied by Mali’s Minister of Defence, underlining the strategic and security dimensions of the trip. The discussions focused on deepening bilateral cooperation, particularly in the fields of defence, security, and economic partnerships.
