The Trump administration has suspended funding for the National Endowment for Democracy (NED). This US-funded organisation has reportedly been involved in political activism and regime change efforts worldwide under the banner of democracy promotion.
According to The Free Press, the Department of Government Efficiency (DOGE), led by Elon Musk, directed the US Treasury to halt disbursements to NED. This has now left the organisation struggling to sustain its operations. An NED staffer described the situation as a “bloodbath,” stating they could not meet payroll and cover basic overhead expenses.
NED has a long history of involvement in foreign political movements, particularly in Africa and the Middle East. While the organisation publicly presents itself as a supporter of civil society and electoral transparency, its funding has often been linked to opposition groups that later played key roles in government overthrows.
Its influence was also significant in the Arab Spring uprisings. In Algeria, it funded the Algerian League for the Defence of Human Rights multiple times between 2003 and 2010, while several labour unions with ties to US-affiliated organisations linked to NED were also involved in protests.
In Egypt, leaked US diplomatic cables obtained by WikiLeaks suggest that NED played a significant role in organising and funding the anti-government protests that led to the ousting of President Hosni Mubarak in 2011. The organisation reportedly provided financial and logistical support to groups like the National Association for Change and the April 6 Youth Movement, central to the demonstrations.
Similarly, in Libya, NED supported anti-government organisations such as the Libya Forum for Human and Political Development and the Libyan Transparency Association, some of which were active in the 2011 Libyan civil war and received funding before their leaders fled the country.
Beyond the Arab Spring, NED has been involved in West Africa, particularly in countries experiencing political instability. In Nigeria, NED claimed to have funded 30 civil society organisations in 2015 to encourage voter registration, election monitoring, and political engagement.
The organisation has funded civil society groups in Mali, Burkina Faso, and Niger, advocating for a return to civilian rule after recent military coups. It has also worked to counter what it calls “disinformation” from Russia, military junta leaders, and jihadist groups operating in the region. However, critics argue that its activities often contribute to political instability rather than promoting genuine democratic progress.
The Chinese Ministry of Foreign Affairs describes NED as “the US government’s “white glove” that serves US strategic interests.” Former CIA officer Philip Agee had made a similar remark in a 1995 interview, stating:
“Instead of having just the CIA going around behind the scenes… they have now a sidekick, which is this National Endowment for Democracy.”
China’s Foreign Affairs Ministry further recounted that NED was created in 1983 after revelations in the 1960s exposed the CIA’s direct funding of opposition groups in socialist countries, prompting the US to find new ways to exert influence.
“NED is the implementer of CIA covert operations. In the early days of the Cold War, the CIA supported opposition activities in socialist countries in Eastern Europe via “private voluntary organisations” to advance “peaceful evolution.” After such activities were exposed in the mid to late 1960s, the US government began contemplating cooperation with civil society organisations to conduct similar activities. Hence, the idea of setting up an organisation of this kind.”
